Charity and zakat are two different matters.
Charity (sadaqah) is a voluntary act that is not compulsory. It is only encouraged for those who are able to do so.
Zakat, however, is one of the religious obligations that is mandatory for every individual who fulfills the required conditions. Zakat is the third pillar of Islam.
Therefore, anyone who meets all the zakat obligations but intentionally refrains from paying zakat commits a sin.
Giving charity does not absolve the obligation of paying zakat.
